(a) Mr. C.B. Ogilvie, formerly Deputy Engineer-in-Chief of the Shanghai Waterworks Company until his retirement in

A statement of his experience suitable. His age is fiftysix. is enclosed. You will see that before he went to Shanghai he had Public Works Department and rubber and tin mining experience in Malaya. After Shanghai he was Chief Civil Engineer and afterwards Director of a firm of Admiralty and Public Works contractors at Singapore engaged on naval base and aerodrome construction. He was engaged until recently by the Air

He had Ministry on airfield construction in this country. volunteer military training in Malaya and while at Shanghai was for ten years an inspector of Special Municipal Police.

(b) Major John Scott, a partner in Messrs. Butterfield and Swire. You will have full particulars about him as he is in the Scots Guards and is understood to be serving with the British element of the Control Commission in Germany.

(c) Colonel Burkhardt, formerly Military Attaché in China and now working in N.I.D.4., Admiralty.

5. Ogilvie seems to have a useful blend of experience, and the Ambassador agrees with us that he would be the most suitable choice for this appointment.

So far as vith us in recommending Scott as the next choice. le are aware he has not spent a long time in China itself. But 18 a partner in Butterfields he has business experience and

08808888 an insight into the scope and ramification of Bri tish nterests in China which would be valuable in the proposed ppointment.

Burkhardt has the advantage of possessing China xperience but so far as we know, he has had no direct ɔnnexion with commercial interests.
